Innovationen gelten als Königsweg, um aktuelle und zukünftige Probleme in der Gesellschaft zu lösen. Der Informationstechnik (IT) kommt dabei als einem zentralen Innovationsfeld große Bedeutung zu. Die Einführung und Nutzung von IT-Innovationen in Organisationen hat viele Branchen erheblich verändert. Bisher hat sich die Analyse der Entstehung und Aneignung von IT-Innovationen vor allem auf die Ebene der Organisationen und auf den Vergleich von nationalen Innovationssystemen konzentriert. In dieser Arbeit wird der Frage nachgegangen, wie branchenspezifische IT-Innovationssysteme, die zwischen den beiden zuvor genannten Ebenen zu verorten sind, analysiert werden können. Eine systematische Analyse von branchenspezifischen IT-Innovationssystemen soll dazu beitragen, dieses bedeutende gesellschaftliche Innovationsfeld besser zu verstehen. Zusätzlich sollen Wege aufgezeigt werden, wie die Ergebnisse einer Analyse für die Intervention in ein branchenspezifisches IT-Innovationssystem genutzt werden können.

Die Grundlagen für den in dieser Arbeit entwickelten theoretisch-konzeptuellen Rahmen werden aus der Literatur zur Analyse von Innovationssystemen, dem Mikropolis-Modell und ausgewählten Arbeiten der interdisziplinären Innovationsforschung gewonnen. Bestehende Ansätze zur Analyse von Innovationssystemen werden genutzt, um den Gegenstandsbereich der Arbeit zu bestimmen. Das Mikropolis-Modell trägt insbesondere dazu bei, die Spezifika der Informationstechnik bei der Analyse von IT-Innovationssystemen zu berücksichtigen. Diese beiden Ansätze werden miteinander verbunden und um weitere Erkenntnisse aus der interdisziplinären Innovationsforschung angereichert.

Der auf diese Weise entwickelte Rahmen wird zur Erhöhung der theoretischen Sensibilität in einer auf der Grounded Theory basierenden Untersuchung eines empirischen Anwendungsfalls verwendet. Gegenstand der empirischen Untersuchung ist das IT-Innovationssystem für Krankenhäuser in Deutschland. Die Darstellung der Analyseergebnisse zu diesem Anwendungsfall erfolgt entlang der drei miteinander verbundenen Kernkategorien: IT-Innovationssystem, IT-Innovationsprojekt und IT-Innovationsmuster. Aus der Analyse der empirischen Daten werden Interventionspotenziale und Handlungsempfehlungen abgeleitet. Diese dienen als Ausgangspunkt für eine exemplarische Intervention in das betrachtete IT-Innovationssystem. In einem aktionsforschungsorientierten Beratungsprojekt konnten neue Strukturen für den Austausch von lokal in Krankenhäusern entwickelten IT-Innovationen geschaffen werden.

Das Ergebnis der Arbeit ist ein integrierter Analyse- und Interventionsansatz für branchenspezifische IT-Innovationssysteme. Dieser nutzt zum einen den aus der Literatur abgeleiteten theoretisch-konzeptuellen Rahmen und entwickelt diesen mithilfe der empirischen Erkenntnisse weiter. Zum anderen bietet der Ansatz einen methodischen Rahmen, in den ebenfalls die Erfahrungen aus dem empirischen Teil dieser Arbeit einfließen. Der integrierte Analyse- und Interventionsansatz kann als Grundlage für die Untersuchung weiterer branchenspezifischer IT-Innovationssysteme dienen. Aus diesem Ansatz und den Ergebnissen der empirischen Untersuchung werden Vorschläge zur Weiterentwicklung des Mikropolis-Modells abgeleitet.

Innovations are considered to be the royal road for solving current and future problems of society. Information technology is a central field for innovations with major importance. The implementation and use of IT innovations lead to significant change in many sectors. Until now the analysis of the development and adoption of IT innovations primarily focused on the level of organizations and the comparison of national systems of innovation. This thesis raises the question of how sectoral systems of IT innovation – which can be located in between the two mentioned levels – can be analyzed. A systematic analysis of those sectoral systems of IT innovation should lead to a better understanding of this field of action. Furthermore, this thesis aims at demonstrating how the results of the analysis can be used for an intervention into a sectoral system of IT innovation.

The theoretical foundations of the theoretical-conceptual framework being developed in this thesis are the literature on systems of innovation and the mikropolis model. Existing approaches for analyzing systems of innovation are used to define the research subject of this thesis. The mikropolis model contributes to the framework, as it clarifies the specifics of IT when analyzing sectoral systems of IT innovation. Both approaches are connected in this thesis and get enriched by insights from interdisciplinary innovation research.

The approach being developed in this thesis is used for theoretical sensitizing in a grounded theory based analysis of an empirical case. The subject of this analysis is the system of IT innovations for German hospitals. The presentation of the results of this analysis goes along three core concepts: system of IT innovation, IT innovation project and IT innovation pattern. The empirical data was used to derive innovation potentials and needs for action. These were used for an exemplary intervention into the system of IT innovations for hospitals in Germany. In an action research based consulting project the insufficient utilization of IT innovations which are developed locally in hospitals proved the need for action. The project led to new structures which improved the situation in practice.

The main result of this thesis is an integrated approach for analyzing and intervening into sectoral systems of IT innovation. It has been developed out of a literature analysis in a first step and was improved by the results of the empirical study. Furthermore, the approach provides a methodological framework based on the experience from this research project. The results can be used as a foundation for further investigations of sectoral systems of IT innovation. The approach and the results of the empirical part are used to propose modifications for the mikropolis model.
